.net 1.1 to .net 4.0 migration of Windows Application

I have a scenario where, a windows application in .net 1.1 is to be deployed on Windows Server 2008 R2. there are issues identified which needs to be fixed to get the app running on Windows server 2008. After getting the .net 1.1 application to work on Windows server the same application as well needs to be migrated to .net 4.0 as well.

I was wondering if migrating to .net 4.0 and then fixing the issues with Windows server 2008 would be a smarter decision.

Inputs are appreciated.
