Can I just copy this?

I've just stumbled upon a, could I just borrow the technical
information from the site or do I need some kind of permission?. I'm doing a school project.

What would you copy?
If it's a website you're looking for then I don't recommend copying that one...There are tons of free website templates out there!

but if want to copy a website ,it may be broken Privacy Policy .

It's not a privacy issue, it's a copyright issue. If you want to copy someone else's work, and they haven't specified any licensing information, you have to contact the owner and request permission to use their work. There may be a charge or the request may be outright denied.
