How to get ascii symbols/characters from a file?

I'm trying to get the ascii characters to this .fpt (Fingerprint Template) file:



How can I get those character and put 'em in a string/textbox?

What filestream, memorystream should I use?
What kind of reader do I have to code for it?
What syntax do I have to use?

Need help badly. ):
