TFS Sharepoint Webpart Deployment

We have TFS 2008 which is uses WSS 2.0. I have tried to deploy a webpart, but the Sharepoint Configuration Analyzer supplies a "could not locate" error.

I created a bin folder and put the assembly's dll in the default web site. This new bin sits next to the web.config where I registered the safe control. I set the trust level to "WSS_Medium." The assembly is signed, etc.

I read about using stsadm to install the webpart using a cab file, but stsadm.exe is not installed here: c:\program files\common files\microsoft shared\web server extensions\12\bin\

Is "could not locate" an accurate error? The event viewer reported "failed to load" which is technically different. My assumption is that the SCA error is more accurate.

Any tips for getting Sharepoint to find the DLL?
