Notation declaration

The spec for XML Schema seems self-contradictory concerning
notation declarations.

1. The XML Schema for Schema makes both public and system identifiers
optional (both can be absent), and there is no additional
constraint in "3.12.3 Constraints on XML Representations of Notation
Declarations".

2. The table "Schema Component: Notation Declaration" says that
at least one of them must be present.

3. The table "XML Representation Summary: notation Element Information
Item" does not allow the public identifier to be absent.

4. The DTD for XML Schema (non normative) agrees with 3.

Can someone clarify the situation ?

XML Schema is not properly self-describing, despite the Schema for
Schema being normative ... there is a problem there :)
