likely a permissions issue.
Your webservice - is it ASMX ?
Then it likely is running as the ASPNET account, which probably does not
have permission to open a Notes Session?
To verify this, you could change the account (temporarily! for testing
onLy!) by modifying web.config, to insert
<configuration>
<system.web>
<identity impersonate="true" userName="domain\userid"
password="verySecret"/> -->
And ASP.NET will run as the specified account.
I think you may need to stop and restart IIS? to have this take effect?
