Help req with coding to open/edit tiff images using picture and fax viewer API

Hi,
This is my first attempt at coding in microsoft .NET platform.
I am trying to gather information on whether it is possible to code a program in .NEt (either VB.NET or C#.NET) to open a Tiff image with the microsoft's built in application -> Windows Picture and Fax Viewer.
I am looking forward to find if there is an API available to this application which would allow me to code in such a way that I can use the API to incorporate all the functions it provides such as zoom in/out, rotate, add a text, annotate, get next image in sequence.)

Can you please help me in this regard.
Any help or insight, tip hints are appreciated and welcome.

Why do you need to use the windows picture and fax viewer component to do this?

Thank you for the reply.

Apart from 3rd party tools, if I get any built in component, I am ready to use the same.
The windows pic and fax viewer, gives me the full functionality I am looking for, like, zoom in, zoom out, rotate, next image. Also for annotations, etc I would have to write extra code.

Well I am unaware of the API for pic/fax viewer. You would have to dig through win32 methods and maybe msdn has an article on it?
