Linking with muliple resources

I was trying to research the best way to implement hyperlinks with
multiple resources.

We say we need links that allow multiple actions. What we mean is that
when we click on a hyperlink, we need the ability to do more than one
thing whether it be get timestamps off the system, display text, play
video, play sound, popup a dialog box, assign values to variables,
execute other programs, or etc. Currently, we accomplish this by using
processing instructions that our system understands.

I have looked at the XLINK. It looks like the extended type ccould
possibly do this, although it is done in a rather complicated way.
However, it concerned me that no one seemed to implement the extended
type, only the simple type. I have not seen any documents or discussion
on this topic later than 2002.

So my question is: How are other systems implementing this capability?
Does RDF or Topic Maps do this? Or is some type of scripting being done?
