How do I parse XML files?

Can an MS Access Database mdb project parse an XML file and store the
data into records/tables? How would I do it? Do I need the MSXML SDK?
Do I need to write MS Visual Basic code/modules in my database?

I have the same question only in my case I am using Eclipse and database is
MS SQL Server.
