RDF: aboutEach URI?

In RDF what mean aboutEach to be something different
that just a fragment identifier "#ID", but a full URI
("http://xxx.zz/file#ID")?

Does it mean that the RDF processor should retrieve
http://xxx.zz/file parse it as an RDF file and apply
the properties for each element of the container in
_that_ RDF file?

Also read the February 2004 RDF documents at the W3C site. They are
much clearer than the old documents
