NET Framework for Vista Ultimate x64

Does anyone know of any way to run Net Framework 1.1 in Vista Ultimate
x64? I have several programs that will not load in this version of
Vista because they require the Net 1.1. I have tried everything that I
know and nothing seems to work. Any help would be greatly appreciated.

..NET app written in earlier version (1.x) should run on later version .NET
2.x/3.x, be the OS is 32 or 64bit. What does "will not load" mean? A common
"not loading" reason I have seen is that the .NET app of earler .NET version
was built into a setup package, which has required dependency to the same
version of .NET framework. So when run the setup package to install the app,
windows installer will stop due to the lack of required dependency, the
earlier version of .NET. If this is the case, it is the installation package
issue, not the app itself.
