web.config sections not recognized

Our site has been working fine up until today. I'm getting messages that
<connectionStrings/is not recognized, and "type" is not a valid attribute
in <sectionGroup>. Visual Web Developer can no longer create a web site. The
site previously developed will run within Web Developer, but not outside. Is
this a bug with SP3 on XP?
