vb.net two datatables passing value to match group and pass counts

I have two data tables in the dataset

datatable1 looks like such
increment
11/05/2008 - 10:30
11/05/2008 - 10:00
11/05/2008 - 9:30
etc

datatable2 looks like this
increment time
11/05/2008 - 10:30 0
11/05/2008 - 10:30 5
11/05/2008 - 10:00 60
11/05/2008 - 10:00 156
11/05/2008 - 9:30 45
11/05/2008 - 9:30 4

I want to match the incremental value and pass back the counts based on those that are under the time value of 30

datatable3 will look like this based on the data above
increment below30 total
11/05/2008 - 10:30 2 2
11/05/2008 - 10:00 0 2
11/05/2008 - 9:30 1 2

how would i join the two tables to gather the information above?

One way is to work with a datarelation, this thread may help:
