Window Xp Pro SP2 shuts down instead of restarts/After server migr

After bringing on a new server, my Windows xp pro sp2 systems will no longer
reboot. They will shut down, even if you tell them to restart through the
start menu. I see where the opposite happens more often than the problem that
i am having. Is this a BOIS thing or is there a hot fix to help with this
problem?

You need to find a newsgroup with the word "windows" in it.

This is for DotNet developers/programmers (as in software).
