Xindice 1.1: Collection not found

Hi,
I have few days of experince with Xindice 1.1b and I am sure my problem
is pretty much as basic as they come but I cannot work it out, so I hope
someone will take pity on me - please!
I have deployed Xindice 1.1b as the xindice docs recommended. But, when
I list the collections by using command line tool as:
xindice lc -c /db
I get the message:
ERROR: Collections not found!
By the way, my OS is windows 2000 server, I'm using tomcat 4.1.24 as the
webserver.
I hope I have included enough infomation to be helpful.
