name space question

Hi,
I was doing research on XML and namespaces. I am wondering if anyone has
ever seen cases where namespaces defined in one hierarchy got overwritten
into some other URL. I am wondering whether cases like ever happens or not.
If yes, what would be the explanation for it?

Thanks,
Jimmy
