Group Policy in Server 2008

I have a 2003 domain that has been preped for 2008, i have a 2008 server that
a used to setup group policy for IE6/IE7 because it gives me the option the
set policy for both IE versions.
I set up to have 2 homepages in the IE6/IE7 and it works, but only opens 1
homepage when i first open the browser, but when i click on the home button
it then opens the 2 homepages.

Why does it open when i click home in the command bar but i does not open
when i first open the browser?

Very strange.
