Create Ms access database using vb.net

i create database of ms-access using vb.net code but it create the msaccess database of format 95 is there any way how to create ms-access database of format 2003 because my system has ms-office 2003

i used the following code
If System.IO.File.Exists(dbPath) = False Then
CrDataBase = CrEngine.CreateDatabase(dbPath, DAO.LanguageConstants.dbLangGeneral)
Else
CrDataBase = CrEngine.OpenDatabase(dbPath)
End If
