Windows xp accessibility

Every time I try to launch a program I get an error message as following:
'Windows cannot access the specified device , path, or file. You may not
have the appropriate permissions to access the item. This message appears
every time I try to launch a program when double clicking an icon or from the
all programs menu. Please can someone help me with this problem. I seem to
have inadvertenly turned something on.
