The Shell Function?

I am using Visual C++ Express Edition converting some old Visual Basic
programs to C++.

I have searched everything I can think of (including the header files) but
have found nothing that seems to be the equivalent of the Visual Basic
"Shell (" filename.bat");."

Perhaps it goes by a different name, one that I cannot divine.

Is there an equivalent function, and, if so, where is it documented?

I'm not sure, but have a look at the "system" function. I think that
may be equivalent.

There are often better programmatic ways of doing things in C++ -
though it depends on what you're doing.
