Is it possible to Embed Files (including Txt files) to a Resource?

Hi,
I am a newbie to Globalization and Localisation Concepts. I tried almost all the methods of the Globalization concepts. But i cannot be able to embed a text file within a Resource.

My need is to open a solution programmatically, select a Project within, and get a source resource file. Then, select a number of cultures and create culture specific resources with the content of the source resource assembly.

I aquired upto 75% of the task. But, when i added files within the source resource file, i got error in the ResXResourceReader where i read the file. It is all due to the Relative Path issue. Then it is found, that embedding a resource need not have a path and can be accessed directly. Then i tried it for Image files and audio files. Both just worked fine.

But when it comes to text based files such as Text, PDF etc, i cannot embed the files.

Is it possible to embed text files within the Resource? If so How?

(or)

If not possible, then what should be the workaround to be made to access a text file within resource without the issues of Absolute and relative paths?
