Invalid URI exception in web method call

I started with having xml schema files compiled as resources in a wpf windows
application. I was able to read the xml schema resource successfully using
the following pack uri:

pack://application:,,,/_XML/Item.xsd

The application has expanded and I decided to move the business logic along
with the xml schema resources into a referenced assembly which will be used
in a web service. When I step into the business logic used in the web method
call, I get the following exception when I try to create a new System.Uri
object using the same pack uri:

Invalid URI: A port was expected because of there is a colon (':') present
but the port could not be parsed.

I get the same exception when I try using a relative uri.
