Deployment Shortcut broken after upgrade

I'm not sure if this is the best place to port this, but I couldn't
seem to find a Deployment specific group, so here goes...

I have an application that I have created a Setup and Deployment
package for. The installation works correctly and the app runs fine.

My installation creates a shortcut in the Start Menu, but not on the
desktop. After I release a new version if the user has copied the
shortcut to their desktop, this shortcut stops working.

The shortcut on the start menu still work correctly, but the Target
line on the coped shortcut will be blank and the shortcut does not
work.

I can reproduce the problem but have no idea if there is any way to
fix it.

Any help would be appreciated.
