access levels

i need you opinion. i want to create access level on my system which mean some user will not be able to access some tasks on the system. how can i do this.?
could you please give ma any ideas?
am using c#.net in windows applications

By system do you mean on the operating system, or certain tasks within your application?

If it is a windows system then the administrator will have to set those settings.

yes on the application i want to create two different access level.one for the user and the other access level for the administrator that will be also able to use some certain tasks of the application.

You would have to disable controls / features depending on who logs in. Hence you would have to create rules on which user can acces which feature.

A different table containing user groups / acess rules would be the way to go.
