retrieving 1 row from the database based upon date

i was writing a c# program where i have certain data in the database.i want my program to retrieve 1 row from the database depending upon the date, and as soon as the date changes it should retrieve the second row.any ideas

Each row should have a unique id and the date change needs to trigger an event calling the function to run the next query. HTH.
