C# Parlay Web Service - Unable to connect to remote server

Hi all... I am using the parlay x third party call web service in my c# application. I coded a little and called the main functionality for making a call. Now when i test the service... Its there, fine but when i enter the parameters to the web service (i.e. the two numbers for the caller's and the callee's) the following error is generated. Please help me out.

There is no firewall enabled on my pc but am working on my using my Uni's Lan so there is a router. Do let me know what you guys suggest
