How to save user defined structures

I'm developing a membership app that allows the user to create/view information in a highly dynamic way. For instance the user can click through folder like structures, add/edit/move/delete records. Right now I'm saving the data to an Access database and I'm fine with that. My concern is that with the methods I've established, this dynamic interface will require a lot of table creation. I need answers to the following questions:
1. Does large amounts of tables slow the performance of an Access db?

2. Does anybody know of a more effecient way to store the user defined structures/data? I am wanting to write the code so it can adapt to a multi-user program.

Access db have trouble with tables with a lot of columns (they are capped at like 255 I think?)
I would switch to an SQLServer if you can get away with it, although you will probably need to have something that can be distributed huh?


You could store it as XML files, but that would probably take longer to read/write.
