want to create an application like MS-outlook

hi..
I want to develop an application in which if a user take the back up of the application and in the case he is offline then also he can do their job. and after completion also he transfer their changes to the online data or say in server....
Is it posiible and if yes then please suggest me that how can i do it? and what's the logic behind it...
