COM when client doesn't have related app installed

I am developing an application in VB.NET that uses the Google Earth COM-API for one small element. My problem is that if a client does not have GE installed then the program, as expected, crashes. The element of the program that uses GE is not significant, so I do not want to force the user to install GE. Is there a way that I can add a reference to GE programmatically and thus handle the errors thrown if the user doesn't have GE? Or is there another better way to solve this problem? I am not advanced in the field of COM programming, so I really hope this is a simple question. I have been searching the internet all day and haven't found anything though that may be because I am lacking pertinent vocabulary. I would appreciate any help. Thank you.
