Web Service Delay Problem

Hi Everyone,
I tried to post this thread in microsoft public forum with no success.
However, heres the situation,
I ve been developping a WinForm Application in C#.
This Application does 2 things :
1./connect to remote SQL Server DB to manage message information among all people connected on PC1
and
2./upload upon request files on remote PC2.

Now the connection remote PC1 and remote PC2 manage their communication with all client pc through a WebService (PC1 has its own, same for PC2)

PC1 and PC2 run Windows 2003 SP2, With IIS 6.0 and Dot Net 2.0 set up.
Now for some reason, when i upload a file to PC2 through the web service and not requesting anything to PC1, at the same time all the clients connected to PC1 are getting some bad delay on their WinApplication.
I was wondering, what are the limits of webservices ? and how could 2 webservices used by the same application could lead to such problem ?
Knowing that using the same configuration on Local Network is not leading to any kind of delay ?
