Using XML for graphics - .NET Framework

Is it possible or even feasible to use XML for graphical
representations. For example, is it possible to convert a PowerPoint
template with geometric shapes into an XML representation.

What Visual Studio tool would you use for this?
What about XML Notepad?

There is VML supported by IE and there is SVG

You haven't heard about XAML yet.? As for PowerPoint there are applications
that convert the slideshow to Flash and there will likely be those that do
the same using XAML. The "tools" you want to learn about is collection known
as the Microsoft Expression Suite.
