I'm developing an windows app using c#,

That is not a simple task, web scrapping never is.
You will probably want to use HttpWebRequest to make the requests to the various pages. You will probably have to parse the response headers as well as the response data to make sure are getting/setting everything correctly.
I would recomend getting a packetwatcher (like ethereal) so you can compare the messages your program sends versus logging in from a webpage.

I don't understand why you need to do screen scraping.
Why can't you just use the user's credentials to log into rediffmail and send an email on their behalf?
