Why does the image not display in the DataView at runtime but the image is display in visual studio when coding. Is there a setting that I have to set for the picture to be displayed in the dataview?

Is your picture available to the web page during run time?
Remember that your picture has to be located on the web server in order for the web page to access it. Where are your pictures stored?

They are stored on my local hard drive,the web based application that I have created run internally . I don't know if that would make a difference. what I don't understand is that currently I am running the web site from my computer and even then I can't see the pictures

Try moving the picture folder into the same directory as the application.

The pictures need to be accessed by the web browser. This means that the pictures have to exist in a place where the web browser can access them.
