Restricted user gets: 'The feature you are trying to use..' clicking desktop shortcut

I have a setup project with InstallAllUsers set to true, the problem is that after I install it as a user with administrative rights the (restricted) user clicks on the shortcut on his / her desktop a messagebox pops up with:" The feature you are trying to use is on a network resource that is unavailable"
Underneath that it says: "Use source:" c:\documents and settings\administrator name\local settings...
It seems it is trying to access a folder created by the installation / setup??

The shortcut points to the c:\program files\application name folder and looks 'normal'
If the user directly clicks the exe in the application folder it works allright.

I'm suspecting the obfuscating (Dotfuscator Enhanced Community Edition) of the assembly has something to do with this because when I look in the c:\documents and settings\administrator name\
I don't see the application name but it just shows an obfuscated \P as the foldername?

1) What is causing the "The feature you are trying to use..." error?
2) Is there something I can do to retain the original application name in c:\documents and settings\user name\local settings\...
