Need a New Tool Bar

Hi All,
I would like to develop a tool, which is look like Toolbox window in MS Visual Studio.NET. Could you please help me for that?
In the tool bar window, we have various categories, like General, Database, Windows Forms, Web forms, Components. Under each category there are lot of tools are available. It is also similar to the left side tab in MS outlook, in that various sub categories are Mail, Calendar, Contacts, Task, etc. In the same way I too want a Tool. Please help me, how should I proceed?
The tool is used for windows applications/desktop applications, and using technology is VB.NET(1.1).

For starters, Are you sure you want to use 1.1 ?
It will be a lot more code, i belive more headache than 2.0 components, moreover .net 3.0 does not support 1.1
So the life of the aplication might be limited, and may require a revamp when 3.0 comes into full play
