Administrator account problems

I use XP Home Edition, am the administrator and have recently run into many
problems. They seem to center around not being able to properly function as
the computer administrator.

For example, when trying to format a CD, I get the message "Your user
account setting will not allow you to perform this operation. You must be
designated as a computer administrator to format this disc. Consult your
system administrator (me!) or the Windows Help file for information on
changing your user account."
I have looked in the Help file to no avail and searched for answers on line
but still have this problem.

I have tried System Restore and receive the message that the restore was
incomplete because "no changes were made" and yet Windows automatically
downloaded 2 files just last week. I even tried restoring to 3 months ago
and it wouldn't work.

There are several other problems occuring, but all seem related to not being
able to function fully as system administrator. Any help will be appreciated.

Are you having issues with programming with Microsoft .Net? If not I
would recommend posting in one of the XP newsgroups maybe
microsoft.public.windowsxp.general

You want something more like

This is a newsgroup for programmers. All webpages with URLs that begin with
http://msdn.microsoft.com are part of the MSDN website, which is for
programmers, administrators, etc.
The Microsoft website seems to be lading a lot of people here. I think you
