Need help with Crystal Reports .NET report design

I've searched and searched, I could really use some suggestions. I have a Crystal Report in report designer that contains a Report Header, a Page Header, and a Detail section. The first page should print three records from the Detail section and then be followed by signature box (plain text, contains no data). If there are more than 3 records in detail, then the next pages should continue showing records but not the signature box.

This report works, except I had to put the signature box in the Page Footer section (not the Report Footer) and suppress it when Page numbers are not 1 (PageNumber <> 1). This signature section is large, and if there are more pages, the report shows a blank space where the page footer should be.

I know that the Footer section space is reserved, even if suppressed, so I'm desperate to find something. If I add the signature box to another detail section , the first page of the report prints only one record, then the signature section and follows with a few more records on the first page. I tried putting the signature section in a subreport, but it does the same thing. I've tried Reserve Minimum and other options, but nothing works.

Is there some programmatic way to hide/kill/set height to 0 the page footer after the first page and get that reserved space back?
