Defender- Permit or Deny after disabled?

I disabled a couple of start-up programs using Defender Software Explorer,
now on its home page Defender wants to know Permit or Deny?

QUESTION: So on the home page re "review recent changes",

* Will I be permitting or denying the PROGRAM?

*OR will I be permitting or denying THE CHANGES I made??
