Run GUI app in background

I need to run my GUI app program in the background whether people click it on or not. It's always suppose to be in the background. Does anyone know how to do that? Is that something I have to write in my code? or is that a properties option? Right now I have it set that if I click on another application, the GUI app goes to the back but as soon as I click on the GUI app it comes back to the front.

Just incase I'm using Visual Studio .NET 2003 C++.

I found an alternative solution to the method I was trying. I used transparency instead of running in the background. The good thing about this is, you can click on anything within the transparent aspect of the program. For instance, you can place a pdf file behind the program, then make the program transparent and place the program on top of the pdf file. As long as you can see the pdf file, you can click on it while your programming is still on top of it.
