Raising a cross application Event

2
what i need (and couldn't find) can be described as following.
lets have 2 applications named target.exe and manager.exe. manager.exe has a timer and target.exe has a business logic in its keypress event. So i need to focus target.exe every time the timer ticks, and and raise a global event as if i manually press the "enter" key f.e. . its as if i send a command to windows itself to behave as i pressed the key after i focus the target.exe on, so that target.exe can catch the key press event. Any idea?
