CDO IMessage Delete Locks Last File

I am using a CDO DropDirectory to get all the messages that are
bounced. I loop through each one, do some analysis on it by gettting
the TextBody and Attachements. When I am done, I call Delete() on the
message. All of the messages are deleted, but the LAST one that is
deleted does not get removed from the FilesSystem until I stop the
Service. This poses a problem because the next time i read the
messages in the directory that message is read, and its locked causing
an error. I am calling GC.Collect too before and after the delete
call, being super paranoid, and it does not matter. Does anyone know
what could be wrong, or seen this before?
