SignTool publishing ClickOnce smartclient

I am getting this error publishing a test application as well as my application.
This error was reported back in 2005 but there was no reply at that time.

Error 2 SignTool reported an error 'Failed to sign bin\Debug\TestClickOnce.publish\\setup.exe. SignTool Error: IStore2::Open returned error: 0x80070001

Incorrect function.

SignTool Error: An error occurred while attempting to open the certificate
