SpeedRatio

Hi
I am new in NET 3.0, and I need an example of how many time takes to
download some video from a streaming, or what is the SpeedRatio and
bandwidth to download that streaming.
I found this two classes in NET 3.0, but i don't know how to implement.
Any help?
