What do you mean, "who"? Do you mean "which person"? Do you mean, "which
application"?

You need to implement some form of authentication. Give some details
of your network setup and the people who will be using the web
service. For example..
Are you in a Windows domain environment where the people accessing it
will be part of the Active Directory?
Is the WS on the Internet open to anyone to use?
Is the WS used only internally within a local network?
Do these users have any type of username and password associated with
your network?
