.NET Windows Service to instantiate a DTS vs Scheduler to run DTS

I have the following scenario.

Periodically, I need to Import/Export Data between heterogeneous databases. And this needs some parametrization depending on the System Date.

I would like to know if it is good to develop a Windows Service using C# and instantiate a DTS from the Windows Service

OR

Create DTS and Schedule it . I do not know how I can parametrize in the second case. Please let me know which one would be good.
