Open stream in a new browser window - Visual C#

Dear all,

I'm new in C# and web development. In current web page I have just a link to text file on server, not web server. I have to create code to read from that text file, save file text to stream and upload/show that stream in a new window. I found out that it's not possible to use hyperlink. What is the best way to do this ? If you have some example even better. Thanks a lot !
