Active Sync conflict with Outlook?

I have an XDA mini s, and home PC running Windows XP with Outlook 2003.
I am having serious problems trying to get data to upload from mobile PC (XDA)
anything I enter in Calendar/Contacts/tasks/Notes on the PC ALL transfers
fine TO mobile, BUT nothing is coming the other way.
I have noticed that as Active Sync kicks in it suspends the ability to work
actively in diary/contacts etc. understandable to prevent conflicts
occuring, BUT two things happen at the completion of the sync the greyed out
elements (e.g. New message or New Contact) do not become active again. I
think this is the reason that nothing is being allowed IN from the mobile to
the PC. They are being blocked by this suspension process. also at the end of
the procedure I get an alert telling me things not transferred (always from
mobile to PC direction) and the support code 1. Which is no help at all.
Has anyone any idea why this problem is occuring. I have followed earlier
advice to look at Norton firewall and permissions but these changes have not
achieved any change?
