make a Setup project.
the steps are

In order to create a Setup project:
1. Open the project that you want to create a setup program for.
2. Go to File->New->Project and create a new "Setup Project". Select "Add to Solution" so that the setup is added to the current solution.
3. Name the file and click OK.
4. On the “File System” window that will come up click "Application Folder" on the left.
5. Right click on the right window and select Add->Project Output.
6. Once the widow comes up click OK.

To be able to launch the .Net framework installer from your CD:
1. Go to Solution Explorer and right click the Setup Project and select View->Launch Conditions.
2. Select the item ".NET Framework" and change the InstallUrl property to "dotnetfx.exe".
3. You will probably want to change the Message property once you know how this works.
4. From the drop down list at the top of your screen that says “Debug” select “Configuration manager”.
5. Make sure that the setup project checked under the Build column.
6. Build the solution in “Release” mode. This will save the setup project to the “Release” folder wherever you saved the project.
