Test vbscript generates error: 0x8013151A when creating object

I have written 2 C# project's in the same solution: FeeEngine and DocumentObject. I wrote a simple vbscript to test creating the objects since I am compiling the output into dll's using COM Interop.

The script is pretty simple:

set oDocObject = CreateObject("DocumentObject")

'msgbox's, setting properties, etc

dim oFeeProcessorObject
set oFeeProcessorObject = CreateObject("FeeEngine")

'msgbox's, setting properties, etc

This script works fine for creating the DocumentObject but throws an error when it tries to create FeeEngine: 0x8013151A.
This script works fine on our development server and our 2nd test server, it does not work on our 1st test server. I have uninstalled and re-installed the .NET framework. All servers running Windows 2000 SP4. Nothing seems to work. Any help would be much appreciated!!
