IIS Installation

In VB.NET i go to File->New->Website->ASP.NET Website

In Location I put HTTP://(hostname of the server) and click OK

I get the following error:

"Unable to create the WEC 'http://(hostname). An error occured accessing your Windows SharePoint Services site files. Authors-if authoring against a Web server, please contact the Webmaster for this server's web site. WebMasters-please see the server's application event log for more details"

I talked to the webmaster of the server and he says that:

"I believe the web server that the error refers to is yours"

I checked and I donot have IIS installed on my machine. Is that the issue?

Can someone guide me on how to install it.
